I decided to take the governor rod spring off the rod since the carb and engine seems to "flow" much better without it. Does anyone know of a downside to this? Will it hurt anything? I only use it to drive around and mow my lawn. I don't pull anything heavy with it or work it to death.

What that spring is for is to smooth out the surges in the engine under light load.  Most governor rods (run across the front of the engine) eventually gum up a bit, and then the spring is no longer needed, because the rod no longer moves "too" freely.
