My WD will do at least 16 mph with 13.6x28 tires and what I believe is a 170 or 175 governor spring in it.

That reminds me about a friend of my son's (back in the early 80s when they were both teenagers) who turned the rear end over and mounted the springs on top of the pads in his Plymouth to get that "jacked" look.
I guess they were really surprised when they "put her in drive" and proceeded to back up.
I never did see that thing but it couldn't have been pretty!   LOL

As far as I know no one makes these units now and there never was one for the WD or 45. There are a few around for the B-C-CA, and more than a few for the little Fords. 
 Also a few around for the WC.
