If it is the new positive ratchet style, that is the way it is, only after the tractor starts, and spins it faster will it release an internal latch and then the gear will fully retract.

ok i put it all together and spun it up but it didnt release so i took the gear off and the snap ring and turned it to the next starting set of threads and it went to the buttom. I put it together and spun it up and it works good . should i put it back to the way it was and wait for it to release on its own or should i be good to go? i guess it just didn't spin fast enough. any more thoughts... ps i hade to braze up the oblong nosecone very nervous about brazing cast inor but heated it very slow and cooled it even slower i put it in a trash can full of wood ashes. (holy crap i now know the best insulation in the world 4 hours later it was still to hot to touch) thanks again jon

Jon,
As far as the starter drive I can't tell you for sure without seeing a picture of it. The newer ratchet drives require the engine to spin the drive faster than the starter can before it will release, this is a design to eliminate the momentary disengagement of the drive when only one cylinder fires, but the engine doesn't run, on some of the old drives that was enough to throw the Bendix back, and then you broke teeth, or ground them.
