I re-lined the brakes on my one-ninety about a year ago, and every time there's high humidity, like raining or something, the brakes lock up randomly. In hot dry weather, they work like champs. I did the bands and the discs and put in all new springs. This is the 3rd tractor I've done like this (did my XT and D 19 previously) and never had this trouble before. The linings came from A & I. Other two were from Agco. Today was plum worse it's ever been. Barely got em to stay free long enough to get the snow blower hooked up, and after that they both locked up and I walked away from it. I did try backing off the adjustment bolt a couple turns, and that didn't change anything. Any ideas, besides pull em apart and re, re-line them? I've got snow that desperately needs blowing. Put the blower on a different tractor. .. that sucks but from what I have heard from other people it is an issue with some of the new non asbestosis brakes some of the modern stuff just doesn't like water. I was lucky and had some new old stock breaks for my d17.

Cheap linings take on moisture bad causing them to lock up. It pays to get good quality linings.

I'm pretty sure I wouldn't be throwing away brand new linings if it was mine. At a minimum, I'd apply both brakes in 6th gear full throttle and drag them for a couple hundred feet and get them good and hot and then see what the results were. If those results still left you with the same problem, I'd probably remove each drum and with a rag rub a light coat of WD40 on all the disc lining surfaces and reassemble. I always use WD40 on the drum splines and always grease/anti seize the ball pockets lightly and don't really care if you don't like grease in your ball pockets or not. Some people think it's a crime.

Also, the splined drum goes towards the end of the splined shaft, not the other way around.

Had one do that, first I done what Dr Allis said ,stood on them dragging them then took sand paper to the drums, shined them up real good never had another issue
