Had the starter rebuilt, new sediment bowl and fuel lines, new battery, New wires from the battery, new plugs, cleaned old points and set them, Engines turned over and over, started to show sign it might start, when everything went dead. removed starter, still works, but nothing when I push the starter button? Is it a ground issue somewhere?

Most of these require a clutch switch or a safety in the system to stop the operator from starting in gear. If you are just hitting the starter with Jumper cables need to try connected to a battery just as if in the tractor and power the solenoid. Motor may be fine but solenoid burnt out.
Did you replace the condenser? Did you verify power at Coil and at points with them open? What about the Start bypass to the coil during cranking? Will have 6-9v at coil until cranking then the Starter bypass circuit supplies 12v to hot hit the system.

My D grader, which was a 1959 model, did not have anything like safety switches or solenoids. The starter control was just the typical old heavy duty push contacts. I would try bypassing the switch and use jumper cables directly onto the starter. I eventually 'modernized' my D grader by installing a solenoid and a key ignition switch. I also installed electronic ignition, foot controlled throttle and power steering.

yes, you either have battery cable to the BIG switch, then to the starter, or you have battery cable to a solenoid controlled by a smaller switch ( button), then cable to the starter......... need to trace the battery cable TO the starter... something is in between them.
