I went to look today at what I think was a 1939 B, at least that was by what I could get of the serial number.  It was pretty filled in with paint.  Here are my questions-

1.  It had spoked front wheels.  Were these ever factory or did someone add these because they thought they were cool?

2.  It had foot brakes.  I thought the early models had hand brakes.  It also has an electric starter.  I thought those came later.

3.  There was slop in the steering.  How hard is this to fix?

4.  I pushed and pulled on the top of each rear tire.  There was maybe 1/4" of slop, the right side being the worst.  I have heard of this problem. How hard is this to fix?

Maybe this was not a 1939, but an newer model.  Any thoughts?

Don't think any of the B's came from the factory with spoked wheels. If it is a late '39 the foot brakes and starter are possible. I just bought a '40 with both. Depending on what is causing the steering slop it can be an easy fix or a gearbox rebuild. Sometimes you can machine the inside of the wheel center to allow it to fit further down on the splines or shim it to get the slop out. Otherwise it can get expensive.

If the front spoke wheels are cut-offs (first pic), they are not factory, but very nice and pleasing to the eye. If they are steel wheel spoke front wheels complete with the angle bands (second drawing), they're worth North of $1000.

If they look like these don't let them get away.
