Yes but you might hit the fenders when the wheels are adjusted all the way in. My WD has this trouble with 14.9x28 but the fenders are higher on a 45.

Move the fenders to the inside of the mounting plates with a couple washers for spacers.  I think my WD45 diesel came from the factory this way with 13-28 tires.
Most problems can be solved with the proper application of high explosives.
