I use a Dwell/Tach meter on the WD-45 when I'm fine tuning everything. You can pick them up at just about any auto parts store.

Don't know if that method will work on a magneto system.Bout all else you can do is use a shaft tach on the pto. Then,of course, you need to know engine speed at say 540 pto. Many tractors have 540 pto at less than high idle rpm

Best/ chespest that works in almost all situations is a photo tach. Mine came from Harbor Freight on sale $39 and works great.
Next best that works on any shaft you can get it on would be a contact type tach. S-W made them for years and maybe still do? but they aren't pocket change cheap at least my pocket change. Also found on ebay.
Cheap but last choice for me would be a dwell tach meter because all it is good for is engines.
Actualy I have all three in the shop but the only one that sees much usage now is the photo tach.
