The upper one looks like, what is used to put ‘tags’ in calf or cow ears.
The bottom, maybe a pruning shears of sorts. |

old post but WTH.
top tool is for installing metal eyelets in leather straps/sheets, there's a matching tool to put a hole in the strap, then you lay the eyelet in the hole, and put the tool in place with the straight wall of the eyelet on the point, and when you squeeze it into the hole, the "Hole" side of said tool holds the eyelet in that radial groove and keeps it from collapsing, the straight wall of the eyelet slides over the point of the tool and is expanded outward and back, crimping the eyelet into the leather, and making the hole completely surrounded by metal, with the point going into the hole for clearance My Dad had a couple, I used them as a kid to repair the belts on overshoes and adding lacing holes in boots etc. ETA: I had a brain fart. the eyelet sits the other way. I have corrected my comment.
