I wouldn't go that far. I'd call it half decent at best. Cheap paint job with decals in the wrong spot, aftermarket seat, headlights on fenders (wrong!). Unknown mystery weights on the front , CA weights on the side. The guy must think it is made of gold. I wouldn't give more than 2500 for it.

I saw a D-17 Series IV diesel on FB (Allis Chalmers Tractors group) that was beautifully restored that the guy was asking $17,500. It had 4 front "slab" weights and looked better than new.
I know it is a lot of money, but it is a lot of work and money to do a job like that. I would hate to think about how many hours were involved in getting a tractor to that point. I, personally, don't think $17,500 is a terrible price. If you were to buy a tractor like that and hire someone to professionally restore it, I am betting you would have that much money in it.
