I think they are meaning the rear step platform above the pto/hitch.

Lou, it's the part of the tractor that the water jug falls off of and gets run over by the trailing implement, at least that has been my experience in the distant past, then I discovered string...

Ok, that's what I always refered to as the PTO shield, but, you are correct, it is actually the place where the chains, tools, etc fall off of!

Or a place to rest the foot when ya got tired on those long days.
We always hung/wrapped the chains over the lift arm shaft, whither we unhooked the one end or not from the draw bar/bail.
One WD has a side mount Kosch more on it and the platform was cut so it could be formed to allow the pully up through it and still guard the operator.

Ya, I always slung the chain around the lift arms, until I snagged my toe on it getting off one day and landed on my head.............Ok, that left the door wide open, didn't it!
