Is this a new to you tractor? Is the foam around the radiator still intact? Needs to be there. Is the fluid foaming?

after many years, we have found this trouble shooting method on 7000 - 8000 with over heating problems. 1st there are different radiators OEM'd at factory - same od , different in number of core thickness front to back. MAke sure you got correct radiator.
a 7010 will fit a 7080 but will not cool it.
#2 fill and run until thremostats opens or in your case yours is out - let idle - remove cap - then quickly rev up to full rpm - fluid should drop 3" or so then slowly come back - no over flow or bubbles. This tells you your core is clean and water is circulating and water pump and head gasket is ok. #3 remove the shorud and pressure wash the radiator after loosening and pivoting the front coolers away from the radiator. 99% of the time the outside behind the shorud is plugged. It may take an hour to clean it. Just becasue one can see through most of it - if the fins are layered with dirt - it will not cool. IF one does not remove the coolers crud will be blown into the coolers and when dry suck back right in the radiator. - Again remove the shourd and set it back.
7000 and 8000 series we engineered to eliminate the problems of the 210 220 of having a marginal cooling system to the tune of best I can remember 50%.
Under 70% load you should read just over 180 degrees F 100 % load 200 degrees.
After years of service probably will go 190 and 210 degrees -
