WC govenor ?

I put a starter tank on my unstyled WC and plumbed it. The next time we started it it ran wild. I assumed it threw a govenor weight.
 
I pulled the mag & govenor assembley off and everything looked fine. I put it back together and started it and seemed to be fine. The next time we started it, it took off again.
 
I did not take the carb off and the carb inlet is shared by both tanks so I cant see how that would have changed anything. I believe the govenor issue is seperate from adding the starter tank.
 
The wieghts and bearing are different from the distributer drives I'm used to working on (D17 & WD45) so I'm sure I'm missing something.

Double check your fuel line position. It may be up against and restricting the throttle rod movement causing the symptom you describe.
