Not working - oil level is up to top of sector gear but no power assist. I can hear the pump trying to help when wheel is turned but no power assist. What could be wrong?

Did this happen all the sudden or get weak over time? What oil are you running in it? I had 2 issue on mine when I put the power steering front end on it. First thing was the drive pin was missing on the driveshaft that drives the gears. Previous owner must have had an issue and removed the pin to prevent the gears from running due to no oil in the pump. I figured that out after I found the pick up tube clogged completely with debris/dirt. Pulled the tube back off and cleaned it out with parts washer and then blew it out with my air compressor. Installed the pin, added oil and she has worked perfectly since. Let me add I had disassembled the front support to inspect all bearings and do a though cleaning while I had it apart. This was a donor front support and I had no idea of its history. I ended up converting my front support by moving the necessary parts over to it. The parts tractor was a non runner and the sector bearings were bad, mine were in excellent condition. That was actually a fun project and I learned a lot from it.
