Best way I’ve found is to get a donor rim and cut out a good section then cut out bad area in rim and weld in good piece.

Gary is correct but smaller rust thru holes can be patched with a small patch welded in after cutting the rusted area out. A good welder can make it nearly invisible to find. I had one repaired that was only 1”x1”.

Welding is a great option. Once the welding is complete, smooth with a flapper disk on an angle grinder. Any imperfections may be filled with an epoxy and made smooth. Most epoxies are easily smoothed with a wet finger. Best wait until the epoxy begins to get to a plastic consistency. Sand smooth once epoxy gets solid. A good rust resistant primer and paint to top off the repair. Make sure the paint is COMPLETELY dry, before mounting the tube and tire.
