I recently rebuilt the loader cylinders on my wd45 and I went to use it and the right cylinder started leaking from the plug at the top of cylinder. Before the problem was bad seals but I just replaced then. Why would It leak.

It should be a "one way" cylinder.. pressure up and float down.. The "plug" on the top should be a vent to let the air out at the top of the cylinder... If oil comes out the top, then the seals / rings on the piston were damaged / cut..... or the cylinder pipe is pitted inside.

I dont know what seal / packing kit you used... Lets say the GROOVE in the piston was 1 inch wide and you put in 3/4 inches of seals / rings/ packing... If the seals / rings are allowed to FLOP around in the GROOVE ( not wide enough to fill the groove TIGHT), then that could cause a leak............ sometimes the kit contains a couple slim rings to add to the seals/ packing to keep things SNUG in the groove.

Did you tighten the plug and it still leaked? Replacing seals should not cause plug to leak. MACK

I reinstalled the plug but it still leaks out 5he hole in the plug

if there is oil on the EMPTY end of the cylinder... then it is leaking past the PISTON PACKING... Either the seal / o-ring/ wiper was damaged during install, or the inside of the cylinder is pitted / corroded and caused the new seals to leak.

you can put 100 psi air into the oil port of an old cylinder.... let it move the rod all the way open... and then check the VENT PLUG and see if air is leaking out.... That tells you the condition of the piston seals...... cylinder should not be dry... If it has a little OLD OIL that is fine... If it is completely dry, you should pour a couple spoons full of oil in the hole first.

Many one-way cylinders on old loaders never even had a piston in them. The V-packing seals are in the head of the barrel and just seal around the rod. So, which kind of cylinder is it ??? Does it have a piston?? Or just "V"-packing around the rod at the end of the barrel ???

So if air is still leaking when fully extended the seals are bad?
And the cylinders have hockey puck looking things at the bottom where the seals go

So, you have a piston and the seals run inside and SEAL against the barrel inside wall. Bad rough barrels or cut seals is why they would leak oil. Don't worry about air, worry about oil leakage.

I just ment if he had a couple used cylinders he could TEST them before he installed.. Have an idea if they are any good or not..
If you have a minor leak, you could removed the VENT and connect a small 3/8 hose or so and run it back to the oil tank ( transmission fill plug or ??) ..... then any "leak by" would go back to storage and not on the ground... Not a "FIX", but if you dont want to spend any more time or money right now, it would be usable.

You never said if it was an allis loader or not allis loaders made by freeman don't have a vent or even a piston in them they'd displacement cylinders with just chevron seals around the shaft. The very small plug is a bleeder port and requires a seal on it.

The piston should be sealed to the rod with something, like an Oring. The other cylinder doesn't leak ??

Looks like you've got a problem with the leaker. If it leaked before, either there's a problem that wasn't addressed or the new seals aren't working for some reason. It probably isn't going to fix itself.

--you could plug the vent.. but then the boom might stay in one position... or barely work
--you could install a SPARE cylinder if you have a good one ( air test for leaks)
--you could put a 3/8 hose in place of the "vent" and run the hose back to the hydraulic case fill plug.
