There's some scammer promoting water in diesel using 'nanobubbles' or some other BS...
...meanwhile...
Just looked and diesel here , Ontario is $2.30 per litre !!!, 30 cents up this week.
About $7 UD$ per USG
arrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrgh......

I can see $5 per load bread coming soon

Not quite that bad here yet. I saw $5.09 a gallon yesterday for diesel and $3.59 for gas

Diesel was $4.59 here yesterday, dually was almost empty after last weekends trip to Alabama.
Wasn’t quite on empty, computer said I had another 100 miles left to go, just over $155 to fill, ouch,
ouch, ouch!, just don’t see how the farmers are gonna do it!

Diesel hee is hovering at $4.89-$5.09/gal, gas has fluctuated from $3.69-$3.89/gal for last few weeks.  People around here are only buying enough to get to/from work, SOMETIMES opting for a short jaunt for shopping some distance away as not stocked here.

Problem with water emulsified diesel is multi fold, first water encourages algae growth in the fuel storage, Black fuel will NOT flow thru filters, next is Filtration, generally stops up with water where has flowed fuel thru the element, on separator systems the screens are sized to allow fuel to flow but trap water leading to alarms, oft drainings etc etc, then SHOULD that water make to engine, with flash off to steam in high heat surroundings, small popping bubbles in fuel passages erode or cavitate the metal surroundings, another once engine is stopped any length of time is separation of fuel/water and corrosion if not fail to start on next crank up, lastly IF the emulsified fuel reach the combustion area the steam developed would radically damage the piston crown and surrounding sleeve or cylinder surfaces again by cavitation or steam bubble impingement.

Hopefully some contracted fuel earlier this year. I booked mine at $3.39 in February. Called for delivery a couple days ago. Is now $4.91. That is off road diesel.

Wife got snippy as I ordered diesel(clear) just before the price gouge, was still over $3.75 but I have 200 gal for all my needs for spring including my pickup.

Cannot get farm fuel here now for less than station pricing where many are just buying as need and carrying jugs.

I ran over to DeSoto Friday morning, diesel fuel was 4.89 ,we went to Hillsboro Saturday it was up to 5.09

First thing water does is blow the tips off your injectors, then it seizes up your pump. Went thru that with a competitors diesel fuel. Stuck this guys tank, tank had several inches of water in it. He has a 4320 and 4020 in the shop getting fixed up. We hot rid of the water and filled up his tank until I sold out my fuel business.

First thing about water is that it freezes when temps go below freezing. Even if it is supposedly in an emulsified / suspended mixture I think it will separate and freeze. 
 Have the guy leave you a baby food or quart jar of it, put in freezer overnite. I'm betting it's separated and has frozen goo on the bottom. 
  Even just a few drops of water settled into a low spot can stop fuel from flowing in freezing temps.
