OK, neighbours' B&S vtwin, 25 hp, 2002, 488hrs,has a curious and frustrating problem..
 Starts and runs at medium high speed, constant, can't vary speed with lever.
Everything is conected,even tore carb off to CONFIRM butterfly is there and moves....
If I manually push the linkage from guv to carb up, it'll slow down,but it's 'stiff'.
Naturally all this happens AFTER I tore engine apart to install new 'oil pan' gasket and a  new starter....so it's 'my fault'.
Guv springs are where they're supposed to be, adjusted guv from net... did this 2-3 times.
 I HATE to think the internals are somehow busted.....
 if the guv guts were busted, it'd rev to a zillion rpm and  kepow ??

Anyone seen this before ??
Any ideas ??

mechanically everything is as it 'should' be

I had a similar problem about 10 years ago.. Could not get to REV UP after disassembly. Thought i must have got the governor WEIGHTS inside caught or broke or ??........... Looked at all the movies on you tube and saw that the ARM that bolts on the OUTSIDE of the governor shaft is very critical in its position.. They had a procedure to rotate the shaft one way, then hold the arm in a specific position, then tighten.. I had it off just a little and made a BIG difference ..... and the governor spring has SEVERAL different possible holes to install... check the internet photos for proper hole.

that governor shaft only moves a little bit, right ?? Maybe  10- 15 degrees, so a little is a LOT !

The governor adjustment is critical.  Loosen the clamp, turn shaft and hold, and with your THIRD HAND hold the adjustment and re-tighten clamp.  Years ago, had the repair manual open to the adjustment page--didn't realize it but page turned itself and was looking at the wrong picture--no matter what I did it was running WOT.  Finally, saw that I was on the wrong page--similar diagrams for Vertical and Horizontal shaft engines, different pre-sets (clockwise vs. counterclockwise). arrrrrgh, this one's a friggin noghtmare.....
4th time adjusting the guv, 'by the book', BTW vicegrips make a GREAT 3rd hand to keep guv shaft fully CW......
had idle and fast,even inbewteen...great...go for test drive..
arrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrrgh.. back to med-fast speed and throttle lever has NO effect...

governor controls max rpm, overspeed..... throttle sets the max operating rpm you want and works with the SPRINGS to adjust that... still think it is an adjustment problem.. Maybe a different  VERSION of the MANUAL is needed ?

downloaed the OFFICIAL B&S rebuild manual, guv details same as the others online....
...so.....
today's job ,once Mr. Sun comes to visit...is to remove from rider, get on bench drain oil, tear it apart as it HAS to be 'something' inside

crazy thing is I've done lots of these in the past 3 decades, one just a MONTH before this PITA beastie...
maybe someone's telling me something ??

Found on 27 HP B&S the arm was bent and dragged - seems someone backed into some solid object and that readjusted clearance on carb setup , bent arm out and everything worked with governor actually control speed as throttle was moved

I've got a Simplicity 61" Zero Turn mower. I used it for a couple of hours a couple of weeks ago, then parked in the shop, and build a trailer hitch for it, to pull a lawn roller, then a couple days latter put it back in the barn. 
 Sunday the guys came and got their boats out from winter storage. I wanted to move the ZT mower and it would not start. It has a B&S V-2.
I talk to my dealer and they said to replace the fuel pump, I did and that fixed it. That sure is a strange fuel pump, It's not very big and seems more like valves.
 The engine  also has a round thing mounted on it that fuel lines going through it, both feed and return. It's maybe 2" dia. and 6" long.
 Anyone know what it does?
 The mower is a 2013. It's a B&S engine.

well, tore it apart....NOTHING obvious.. 4 bits  of guv look OK...cleaned, reassembled, used last of gasketmaker goop, have to wait overnight before I pour in the oil and fire it up....
had to make an engine lifting gizmo, mounts on crankshaft ontop of flywheel. Somehow I managed to get the balance point PERFECT, so at least something went right for me.

Dusty... fuelpump is vacuum operated from a valve cover...real 'old skool' tech ! Be real careful pushing gaslines back on, else you'll break the plastic spigots and then have to spend anotehr $11 to buy anotehr pump and filter from China ( I now have 4 setes in stock.....don't ask why !' )
curious am I , about the 2by 6 'device'... please post a picture when you can...something I havent seen before

You should ALWAYS shutoff gasline, run engine 'dry', to remove all the gas and water from the fuelpump. Winter has a nasty habit of freezing the water in the gas and busting those pumps....... OK NOW you know why I have 4 on the shelf.....

 Dont let this get the better of you. Its some little thing, spring on the wrong way? something hitting something else. Assembly slightly wonky. Do you have another unit near by that you can look at too? Just some basic things I do when something is not working. Did it work when he brought it to you?
Dont have the answer here. Did you take pictures prior to the tear down?

this is driving me NUTZ..
replaced the guvlever,springs,throttle mechanism(shouldn't matter but only so many straws in a bale, right)
push out into the cold...
starts up above idle....warm it up mid idle, has full, can throttle down to idle, high, med ,low, high....little rough but needs a 'good run'...as it sits, it 'seems' fine (been down this road before)..
go for test drive, full out..down to driveway and back.....
stuck at full throttle......same as before

dang frustrating
came in for a leaky oilpan gasket and starter....2 months ago...

IF I could find a rider with a 22-25HP engine, it'd be swapped out PDQ

ohwell, off for a ride aroud the neighbourhood

Jay, I once took a 4 wheeler to the dealer that wouldn't shift, he looked at it and asked me if I had a pickup I didn't like.  I said yes at least one, he then told me to put the 4 wheeler in the back of the pickup and set the whole works on fire and collect insurance. LOL  Just a idea. Wink

check the coils and make sure both are fireing and the diodes that go to the kill wire on the coils are not bad  been there  10 years ago when our shop was replaceing  alot of those crankcase gaskets we learned that you always replace the gov. assy. no matter what  and now that is standard procdeure on all brands when we open the case

The manual doesn't say anything about it.
It's sealed and it has a tube coming from the gas tank hooked to it and another one going to the engine. Also the tubes are not removal and the canaster is sealed.

Ok, I cheated...
bought a complete Craftsman PGT9000 (26HP Kohler/54" deck) for $800

one day, I'll get back to the B&S from Hell, maybe

have to 'reassemble' my ridingblower and the other rider and TRY to find the 1 1/4" socket that's hiding in the garage.....
oh well, it's sunny and getting warmer.
