We have an R62-1994.  With the header control on and working the reel speed wants to slow when the header adjusts the height. Why?

Never heard of that scenario before.  I guess in a pinch, I'd get the reel running the speed you want and disconnect the wire to the coil under the cab floor on the left side so it cannot change. If that cures the problem, it is electrical. If it still slows down, it is a hydraulic issue, but I still don't understand what the HHC has to do with it.

If it has a seat modigual, they can do some crazy things when they go bad. Automatic reel speed could have a problem.         MACK

Mack is on to something. When our seat module went bad in our R62 the reel would speed up randomly and then slow down to about nothing. Replaced module $$$ and problem went away.
