I have to assume this is a DIESEL engine tractor ??  Oil blowing out of the rear of the generator?? I say the front seal on the power steering pump is leaking.

Yes it’s a diesel tractor but what mite be the problem with the pump that it keeps blowing oil out of the seal I’ve replaced it three times it continue to do this? Bad releaf valve spring? Is pump bad?

The relief valve spring doesn't change itself to a higher pressure. I imagine your pump has scratches inside the pump body that are causing the seal to be under pressure when it shouldn't be, OR if the pump was assembled incorrectly after replacing the original old seal. Incorrect assembly  will surely blow out every new seal you install.
