When you get it cleaned up, put a new cap on it.

I think the most serious challenge of this question is "Take it off"...

Removing the tank, IMO, is the key to getting the best tank-cleaning possible.

I remove tanks, cover up the holes, put three handfulls of old bolts, nuts, and washers in the tank, then put it in my tumber (stuff styrofoam and cardboard around it tight, and strap it in with rubber hook-straps) and turn the motor on... the hardware drags around the inside and loosens up stuck stuff.  With some thinner petroleum product, it'll break the goo=factor down substantially... after a few iterations, the come out shiny clean.
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.

E-85 works great as a cleaning solvent to cut the old crap fuel. Seems better then straight methanol, or straight gasoline. Must be the blend, not sure why, but it works great, and is cheap. Just have to be very careful, since it's very flammable, and it stinks bad!

If you don't have a tumbler, you can strap the tank to the back wheel of another tractor and go for a ride. Another alternative would be let it ride around in the back of a pickup.
