I know this is not a question about Allis Chalmers.  Everyone here has been very helpful on here with my two tractors.  I figured I would go ahead and ask.

I have a Wisconsin AEN 101962 engine. It was running a few years ago. I went to start it last week and it will not turn more than a 1/4 turn. It seems to be binding or hitting something.  The shroud is not dented at all.  I took the head off. The valves do move with the help of a screw driver. I also took the breather off and I can see the valve springs move.  The rods actually turn when I turn the engine a little, don't know if they actually go up or down.  If I apply a lot of pressure on the rope pulley, I can get the engine to turn completely but it takes a lot of muscle to get it to turn. What else could it be?

If I drain the oil and take the four bolts holding the plate behind the double drive pulleys (1st photo below), would I be able to see what might be holding it up? Or would it be better to take the 12 bolts from the bottom and remove bottom?  Could it be a bearing? Could the mag be binding something in the front of the engine behind the shroud.

I just found directions on how to take rope pulley and flywheel off and then how to remove the air shroud. Could there be something binding on the magneto gears or so? The shroud has no dents.

Any help would be appreciated.

I have a model AEN at the farm on a garden tractor my dad built in 1951. It ran about 20 years ago when I hauled it north. A few years ago I tried to start it but forgot to turn on the ignition switch at the steering column and I think with the choke on I washed all the lubrication off the cylinder and rings and now it is very stiff. I figure on oiling the rings, and probably should change the oil some hot summer day. I don't have any tasks for the tractor so its not high on my list of things to do.

I do have an operator and parts manual, looks like about 80 to 100 pages, they aren't all numbered in sequence and I haven't scanned it.

Probably 30 or so years ago it got to running poorly and I found the fuel line from the tank to the carburetor was almost plugged with varnish. I cleaned that with a wire and it ran much better.

Mouse nest in the blower housing? I have a fairly large collection of Wisconsin engines and usually when they won't turn a full turn it's a stuck exhaust valve. Sounds like you had them moving with the help of a screwdriver though. I can't believe the mag is preventing it from turning since the gears are fully enclosed. Those starter sheaves can be a challenge to get loose.
