I have a 190xt with the 2 stage pump. I put a new pump on it when I bought it a year ago. The trouble I'm having is every time I start it and go to use the remotes it takes several time going up and.down to work how it should. After that no trouble all day. Wanted to see if anyone else has this issue.

You're talking about a very late model 190XT with the same hydraulic pump a 200 tractor has???   How's the power steering when you start up the tractor?? perfect?? or it struggles to come alive and work smoothly??

I second DrAllis's question.
What rpm is this happening? The priority valve provides a set amount to the steering and the excess to the hydraulics. At low speed there may not be enough flow for the hydraulics.

Steering is perfect. 3 point works right away also. Just the remotes. You have to find the sweet spot when you use them till it works normally. I resealed the whole remote stack also when I bought it

You didn't answer our question.....is it the very late model pump like a 200 or not?? If so, there isn't any oil flow to the remotes AND 3 POINT until the engine is throttled up over 1500 RPM.  The 3 point receives its oil AFTER it goes by the two remote valves. Oil enters the valve stack on the left and passes one remote valve, then the second remote valve and then the 3 point hitch valve.

Yes it's a late one like the 200. It's a 1970 190xt series 3.

Sooooo, if your remotes don't work and the 3 point hitch does, your pump must groan and pull on the engine?? that means you have couplers that aren't fully opened. When the oil warms up maybe they don't bother ??

Yeah after a bit it's fine. It does lug the motor. We usually use it on a bus take but this year I pulled a 8 row kinze splitter planter with it. After it's usual fits it would be fine but when I would fill the planter and go back to planting, it as running the whole time. It would do the same thing for a couple rounds
