Whats the skinny on the B15 engine?

Never heard of it, customer has one on his allcrop.

stationary engine same as the b motor later on became b 125 motor

That is the 116 CID engine, the B15 is the predecessor to the B125  PU.
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.
