If you're measurement of 27 inches is outside to outside of the rim flange, then it's probably 24 inch outside to outside of where the tire actually seats on the rim.  The inside to inside measurement should be about 23 1/2 for a 24 inch rim.  A 28 in. rim is close to 31 in. outside to outside across the flanges.

Oops. Was in a hurry and didn't read you're question well enough. Completely missed the part about the round spoke rims and you're measurements. I was thinking about my WC's having 28in rubber. Phil is correct with the outside measurement of a 28in rim being nearly 31in.

A rim has three diameters. The center where the spokes are welded is dropped to allow putting the tire with wire in the beads in place without taking the rim apart. Then there are the two bead seats that are actually angles. The flat ones are the tire diameter, then the flanges set the tire bead width. In the old days that was the width on the tire, now the tire width number is the maximum width of the tire which is wider than the bead to bead distance. The outside diameter of the rim is the top of the flanges and should fit the tire bead shape, but isn't a number on the tire. Tire manufactures put out handbooks with tables of the rim and tire dimensions. One of the handiest ones is from Titan/Goodyear and can be found with a search for Titan/Goodyear Ag Tire Handbook.

I have a 36 wc with flat spokes that has 28" rim on the back. I think the 28" spoked rims were steel cut-offs.

Yes, flat spokes are steel wheels cut down. Original wheels with either flat or round spokes were never welded to the steel wheel or rim.
tire size has to match rim diameter and the rim diameter is NOT measured across the outside diameter.

To me 14.9 seems a bit wide though that is the size on my MF-135. Measure the distance between the flanges and go to the ag tire handbook and the table on recommended rims. Mine says the recommended rim for 14.9-24 and 14.9-28 is 13", but 12" is also approved. For 14.9-26 only 12" widths are recommended and approved.

Long ago I had an 8N with 14.9 tires on rims a bit narrow and when those tires were old and gray and hard it took a tire guy with lots of power tools a whole afternoon to replace them.

I suspect your rims are more like 11 inches and the tire that fits best is a 12.4.

I've seen WC's with 12.4 on them and they look way too small.  A 14.9 "balloons" a bit much on the stock rim, but really looks the best of everything out there.  I think  a 13.6x24 would be perfect.

You have 24" rims. I just measured mine and they measure 27" as well outside to outside. Mine have 14.9 24's on them.

A 12.4 looks anemic on a WC. 13.6 not bad but a bit narrow in my opinion. A 14.9 is the same size tire that came on many of the WC's.  Just might have been marked as a 13-24  or 11.25-24. All the same size tire mounted on 8 to 13 inch rims.
