The parking brake is a prawl in the two speed portion of the rear housing, (front half of rearend behind tranny) It is controlled by the two speed High/Low lever on teh right side of the console. To my knowledge all had cables, one for forward and backward, and one for side to side, they were prone to getting full of gunk, and then stiff. A lot of ends broke off too, since that long lever had tons of force on the small metal parts. Fairly easy to change, and the new style (fat green) ones are sealed up much better.
As far as getting it running, you more than likely will need good fresh batts, and a good set of jumper cables. Unless something was wrong in the fuel system, it probably won't need bleeding, it will just take some time to build pressure again. If it was run dry, have fun, you will need to be patient so as to not burn up the starter or cable ends. 4 years isn't enough to worry about fuel, unless it is full of water, but check it out anyway. Good Luck, my guess is with good batts, it will be running in no time.

I have never had a 7000 series jump out of park, you will break something before they do. The park prawl is fairly stout in them, I don't know for sure about the small 7000s though. It's actually not too bad, you can get them out the side behind the aux fuel tank.

They ain't prone to breakage like IH. Common to break on those.
