Yes, it must be timed. Ideally you should have kept exact track where the rotor was pointing when you took it out. Now you need to find TDC on compression stroke for cyl# 1. Pull the plug and put your thumb over the hole and turn the engine. When air pushes your thumb out, roll the engine by hand until TDC appears in the timing window. Drop the dist in with the rotor pointing at the post for #1 plug. I like to put my spark tester in the #1 wire and slowly rotate the dist until a spark jumps. The instant the spark jumps, stop turning the dist and tighten the clamp. The timing will be close enough that the engine will start and not kick back. Hook up your timing light and set the timing. I usually just do it by ear.

What Brian said with the added point that when you set the rotor to number one terminal you tighten it down with the points just ready to open. You can turn the distributor back and forth before you tighten it to see the points are about to open.

Eons or less ago it was standard procedure for timing a vw air cooled engine with a test light across the points. Set the crankshaft pulley ignition notch to the split in the crankcase (a bit before top dead center as I recall), and then turn the distributor case in the opposite direction the rotor turned and when the points opened and the test light came on, tighten the clamp. It was timed.
