Looking for recommendations on whether or not to use Loctite or Permatex or ? on the portion of the stud that screws the block? 
Why is there never time to do it right the first time, but always time to go back and fix it?

Old manifold bolts are hard enough to get out. Use anti-seize.

If the manifold bolt goes into the water jacket you'll need something like permatex to seal it for coolant leaks.  I used this on my WD45 head when I had to put a helicoil in for the front bolt and it went into the water jacket.  If it's regular hole, I agree with  Glenn and I used anti-seize.  Mike

You could use white lead, or teflon sealant in through bolts, both are good sealants as well as lubricant. Teflon comes in a brush on paste like the white lead or could use the teflon tape also.

Its been around for years and it still works good!!

GM uses teflon pipe paste on engines that have head or other bolts that go into water jackets. Its pretty much the same stuff plumbers use. Use anti seize on dry bolt holes.
