This style of rivet seems a lot stronger than your typical pop rivet. What is the name of this kind of rivet and they even available anymore?:

Proper term s a cold upset rivet, with that one having a "elevator" head(flat and almost flush)

Yes you need a setting tool for them , either a driver or press. Used a similar one for brake linings and I used similar on circuit boards where multi-layer or 2 sided boards needed contact on both side .
