it's a forestry plow for cutting fire breaks. I'm sure it was a tractor from the Georgia Forestry Commission
add states Unit previously owned by: GA Dept. of Natural Resources

That makes sense. The blade looks a little wimpy to me, but it's hard to tell since the pics are pretty low quality, and half of it is buried. Apparently it survived through however many years of use.
