Couple of questions for those who have intimate knowledge of the D21 hydraulic system...

Question #1:  Are all D21s hard to steer at low idle?  Fluid is right at the full mark or slightly above.  New spindles, bushings and new grease.  New steering cylinder seals as well.

Question #2:  When cultivating, the 2 left remotes were connected to the wheel lift cylinder.  It would lift fine, but it would have problems lowering the cylinder.  It would only lower the cylinder if you pushed the lever down slowly and a small amount.  Pushing it down fast would make the cylinder drop only a tiny amount and then you would hear a sound from the valve body.  Tractor does not have a 3 point and I put new remote ends on the tractor over the winter.  The cylinders on the cultivator also had new hose ends to complement the remote ends. The remotes on the right side worked well for raising and lowering the wings. 
Today I put the wheel cylinder on the right side set of remotes - It raised fine once, but it would not lower at all.

Any thoughts?  I am starting to think one of the hose ends could be the problem...

Define what "idle" speed actually is. I would say from 800 RPM and up, I would expect easy steering. If not, check the vertical flow divider spool on the rear manifold of the pump for sticking. Your lift/lower issue sounds like couplers or hose ends.

Tach doesn't work, but I would say around 800-900 rpm.  Do I have to take the whole pump apart to check, or just that section?

Remove the hex plug (7/8" wrench) on top of the rear section of the pump and fish the spring and plunger out and polish them until free. You are guessing at RPM's.

Check the Quick Coupler tips to make sure they match.  Lowering problems sound like maybe incompatible tip/coupler designs.
