190xt series 3 PTO / PD problem

   I recently purchased a 190 XT series 3 to use on the round bailer works great until I try to shift PD to neutral to tie the bail it immediately stops or slips the PTO I have noticed while checking valve bodies and linkage  that the previous owner has had his fingers in it but the 190 model is all new to me and was hoping someone else has run into this. Thanks for the help..
