Just acquired a 1954 WD-45 (gas engine). Doing the basics on any new farm equipment, oil changes, carb rebuild etc. One problem is the throttle lever does not rev the engine. I have followed the throttle rods all the way up to the front of the tractor where it looks like it goes through the engine up by the distributor. What does the rod connect to up there by the distributor that is not connected to the rod on the other side going to the carb. I can manually rev the carb by hand so I know it is all working. Any thoughts would be appreciated.

That linkage goes into the governor. Getting inside is pretty easy with a few bolts on the front of the governor. You can also pull the magneto and get in through that was as well. I am guessing that somewhere inside the governor a linkage has come undone. Someone much smarter than I am will likely post soon.
Another thing to check is that the throttle linkage hooked to the gas tank is functioning properly. I found once that I need to adjust that piece in order to change engine speed. Move the throttle lever back and forth on the steering wheel and make sure that an equal amount of movement is taking place beyond the three way pivot. If it isn't, loosen the nuts hold the rods in place and move them in or out as needed to make the adjustments needed.

The rod hooks to lever that hooks to governor spring. Four bolts on front of governor will let you in to see if spring is unhooked or broken. MACK
