On my 7030, the high range is weak. For instance when I put the tractor in gear 4, high range on the right, and then hit the left floor button, the tractor will ever so slowly start to move and then eventually build up to the appropriate speed. This is the same for gears 3, 4, and 5. It seems like there's a lack of hydraulic pressure or something. Both basket filters under the transmission are brand new. Brand new hydraulic fluid in the transmission. Power steering is weak at idle but works fine at rpm. 3-point and PTO work fine. Transmission fluid level is right where it should be with no leaks that I'm aware of.

So the question is, what could be the issue?

I would say the torque limiter is bad. When it is split to replace torque limiter, also pull the PD and reseal it. Not a big job and cost is not bad.     MACK

I agree with Mack.
Had kinda of the same problem with my 7020.
The seals in power director were hard and didn't won't to seal
