I have 1974 7040 with a power director it is transferring oil from the transmission to the hydraulic tank I replaced the seal and o rings in the dual pump so where and how is it getting transferred thanks in advance

Welcome to the forum.  Most of the time it is the gear pump seal, the one I believe you replaced already.  Also the driveshaft seal for the pumps is a very common one to transfer oil.  Unfortunately you have to pull the pumps back out and drain the rear end also to replace that seal.  Usually try to do them at the same time.

Installation of the pumps gerotor seal is easy to damage the new seal if you don't tightly wrap the splines on the shaft with a single barber pole layer of black electrical tape. Just sliding the seal over the shaft may cut the seal when passing over the splines.
