The IWEs (Integrated Wheel Ends) use engine vacuum to hold them in the released position. There is a vacuum check valve near the solenoid that controls the vacuum to the wheels in the vacuum line that's leaking. When engine vacuum drops like when under load climbing a hill, the hubs start to engage and the grinding sound you hear. The solenoid is located on the passenger side of the engine compartment near the hood hinge. The original design allowed water to get into the solenoid and freeze or rust it internally. The redesigned solenoid has a hood on it to keep the water out. You'll have to buy the vacuum supply line to get the new check valve.

im with Brian, but a little more info.... The IWE ( wheel end) has a vacuum piston to engage and disengage the 4 x 4... years ago you could do it manually with HUB LOCKS... The problem is after 10 years the piston / O-rings can get sticky , dirty, hard grease and they can drag.......... might be the vacuum lines, might be the check valves as Brian said, and might be the wheel end itself...... if you stop the vacuum you will lock the 4 x 4 hubs in constantly... that might be what happened when you pulled the fuse.
