I've read on here that the D17 series 4 has a live hydraulic pump where the pully goes.
You can see it on this one:

It looks like there is a place for it on this series 3 tractor.

Can the series 4 pump be put on an earlier D17?

The plate on the early series was where the belt pulley goes. Would only operate when the clutch is engaged.

The early D17 offered a hydraulic pump that fit in that spot. I'm sure not the same as a Series IV and I'm sure it wasn't a fully independent system. Good luck ever finding one.

That "auxiliary" system was 15 GPM (I assume at 1650 RPM ?) and had a separate tank to the right of the seat and a valve stack to the left of the seat.  It was also only 1500 psi instead of 3,700 psi or 2,000 psi which was the new standard in the early 1960's. I don't think they sold very many of them.

On the D17 series 4 that extra hydraulic pump is live right?
It pumps even with the foot clutch pushed in?

It runs off something that comes before the clutch?
 Between the clutch and engine?

The Series IV Hydraulic Pump is driven by a hollow shaft that is splined to the rear of the Pressure Plate.  The hollow shaft turns any time the engine is running.  The clutch shaft that runs the rest of the gear train is inside of the hollow shaft and is splined to the clutch disc.

On any series 4, that side mounted pump is STANDARD equipment, not an "extra" pump. There is also a very modern hydraulic valve console to the right of the seat that is also part of the "live" pump system.
