D17 Not Reving Up

Took the D17 to the pulls yesterday, and was not happy. I had very little time to do any tuning before we went. I cant find my service book, how do I set the rpm. I dont think it reved over 1000 rpm.

All the linages are good, I think it is in the govenor.

   Did it fall flat on its face or did she lug at all ? If she didn't lug would definately point to the governor.
