D17 IV brakes grabbing

My uncle has a D17 IV with right at 5000 hours. 7-8 years ago he had the engine rebuilt at the local Agco dealership and had them redo the breaks at that time. He said they grabbed right away when it was cold but would get better as they warmed up. Dealer said they have had problems with non asbestos pads grabbing. He delt with it for 3-4 years and took it back to the dealer to be redone and same thing. Grabs when cold. Now the left one is locked up and he can't move it. It will go forward and back about a foot before the tire locks up

Does anyone have any ideas to get it unlocked so he can load it.

I have done several of ours with A&I parts and have not had trouble. From the sound of it they were charging him for Agco parts and didn't replace everything. Has anyone else had trouble with new breaks grabbing. Any help is appreciated.

It didn't sound right to me either. But it's been 2 or 3 years since o did one.

As MACK suggests, the shimming may not have been correct when they did the brake job.

The space between the Outer Brake Friction Surface & the Differential Bearing Carrier is to be maintained at 2.034 - 2.044  (very narrow window) See 2nd pic
If they did not inspect and verify that dimension, that's probably why it grabs.
To check that, you'll need to remove the final drive, remove the brake assembly from the splined shaft, re-install the final drive and verify the dimension.
You can use a known thickness of some metal square or rectangle like 2.000", then try adding in a feeler gauge to get the dimension.  (even a round will work)

And, again as MACK says, a broken retraction spring will cause the same thing. 
Worn or stretched springs will not let the discs return correctly.
They should have installed new springs, regardless.
When assembling, there should be NO lubrication on the balls or ramps.

I agree with the above. However, I've had way more trouble with the band brakes grabbing, than the disc brakes myself, unless a spring did break. They're probably the ones that have the feramic material on them that like to grab, if the tractor sits out a lot and gets moisture in there, it can cause trouble.   Rick
