Friend's d17 governor gear broke in half & both weights are in the oil pan no doubt. Can he replace the assembly without dropping oil pan & fishing out the parts? Also the gear that runs it broke 1 tooth, does he have to replace it or can he get by? I'm sure it's been covered many times, I just can't find it. Thanks in advance.

Have heard tell of gov weight going through drive gears and creating a burr on a tooth which led to bad harmonics causing more governor failures down the road. As Dirty Harry asks,"Do you feel lucky"?

You can either fix it right or fix it again.  Your choice.

Drop the pan and make sure you get every piece of metal out of there.  Also replace the gear and everything else that got damaged.

Cutting corners in engines typically do not help long term reliability.

Radiator and front support must be rolled away. Front pulley and timing cover and starter and oil pan must be removed. Now fix it. All THREE gears with new weights and pins. Be sure to check the governor assembly for gear backlash as the dowel pin may be missing. If people would replace governor weights every 1,000 hrs as a maintenance item, this would never happen.

Rough teeth  on gears will destroy weights. If gears are rough, replace  them.                MACK

This one area of the 226 engine where a little preventative maintenance can prevent very costly repairs. It is not that difficult to pull the governor and check the condition of the pins every now and then.
