brakes take a long push on pedal to engage, also seams maxed out on brake lock position...
Brakes work ok but won't hold on a small incline with brake lock? ( Can I adjust brakes and hold lock lever tighter?)

What series of 17 are we dealing with here?

Be very careful that you don't twist the adjusting rod off when you are trying to turn it. I hope you have better luck getting them to turn, than I did.

Brake adjustment for early D17's is done under the brake covers, not by turning threaded brake rods (that's the method for newer D17's with the band/disc style of brakes). In a nutshell, you tighten the big nut you see under the brake housing cover to pull the bands closer to the drum. And you use the bolt at the back of the brake housing to equalize front and rear halves of the bands. The proper procedure is listed in the service manual. I can't recall of the details though so be sure to read the procedure or see if someone else will chime in.
