Would slightly oval pin holes in the govenor weights  cause  the  govenor to not function properly. It goes from idle to 900 rpm  by just moving the throttle lever very very little.

It is difficult to hold a certain rpm . 

All adjustments were made according to the service manual  .  Throttle rod, gov. rod  etc

If the weights are showing signs of ware I would definitely replace them. It is not a good day when one of the weights breaks.
I am not sure if it is the source of your problem but I would suspect it is part of the issue.

Going from an idle speed of 400 RPM to 900 RPM is probably related to the surge spring that a D-15 has and may be considered pretty normal. This spring adjustment is separate from the link rod adjustment. Poor governor speed control is usually related to link rod adjustment being too short or dry/rubbing/binding linkage to the carburetor. Worn weights eventually break, but probably aren't what's causing your complaint. Loosen up the surge spring a full turn and see how it reacts.

The other issue may be the centrifugal advance in your distributor.  Make sure the distributor advance mechanism is clean and properly lubricated, and that there's no slop in the weights, and the springs are intact and serviceable condition.  Poor advance operation will cause the idle RPM to vary with no apparent rhyme or reason.

A worn point cam or sloppy distributor shaft bushing can do it, too.
Ten Amendments, Ten Commandments, and one Golden Rule solve most every problem. Citrus hand-cleaner with Pumice does the rest.

Rich , on my D 15 I found a broken spring under the gas tank that hooks to the throttle . Replaced mine but it didn't seem to make much difference . It's #70227736 , I think . Cost me $43 . Thanks
