The Series I tractors were available without a PTO and and had the PTO delete cover option.  The the drawbar on the tractor is a  Series I drawbar (same as CA).  My guess is someone has installed a Series I final drive. and removed the rams and lift arms.  Do you have hydraulics?  The Series III tractors had the pump mounted on the back of the PTO unit.   Series I tractors with the PTO delete had the optional live lift with the hydraulic pump mounted on the side of the motor.

No 3pt, PTO or hydraulics. I think it came from a golf course so maybe they used it to pull a bigger reel mower?
