I have a D10 with 3 points hitch, the hydraulic cylinders will not collapse fully when not loaded. It is very difficult to hookup to a piece of equipment. I have to prize the lift arm down with a pry bar. Anyone seen the before? Appreciate any help.

I assume your tractor has the traction booster option.  If so try moving the control handle to see if the lift will come down.  If not, disconnect the tractor booster control valve from the torsion bar to see if you get any results.
