It's called a bypass filter. It allows the water to bypass everything. :)

Another good reason to just use treated antifreeze instead of a coolant filter.

so what are we accomplishing here??? there are no valves to make the water flow through the filter,,,i doubt it even gets water through it,,,,the lines bypass it,,,,lol,,,,i aint seeing it

I would say exactly nothing.  In fact worse than no filter.  The lines are hooked to 
opposing pressure.  Would think it may work some when the cab heated is on. But when it is off, the pressure is reversed and flush the filter contents back into the 
system.

One thing about it , change filter and all the anti freeze is going to run out with no shut offs

I use Caterpillar coolant now. I'm sure Cummins has similar and others as well. I started using Nalcool 2000 back in 1976 and have never had a sleeve pitting issue or O-ring failure since as long as the coolant was treated correctly. We told Customers to change coolant every 2 yrs and use distilled water + good antifreeze + Nalcool 2000.

Coolant filters are still a good way to go even with good coolant. You would not believe the crap we are seeing in the new diesel engines in the coolant filters most notably the Mack engines. After changing the coolant filters once or twice they are running clean. Initially they are full of grey sludge - from some sort of building process or whatever???? Mack of course denies there is a problem!! LOL.
