CA hydraulics with #3 sickle bar mower

We have a CA with rear mounted #3 sickle bar mower.  The mower has the tail wheel and lifts with a cylinder from remote.  Drawbar is not snap coupler.  Hydraulic arms fold down with cylinders pinned to them.  Then drawbar is pinned into the hydraulic arms.  When lifting the cutter bar with remote, you can see the tractors hydraulic cylinders actuate and put pressure on drawbar assembly just briefly.  Is this normal, or will it hurt anything?  I was looking it over to maybe adjust pump setting to where it would not do this.  I then saw where the remote valve is ran through the hydraulic hoses.  So, I assumed this is normal operation.  Does anyone have any thoughts or suggestions?  I just replaced the packing I’m both rear cylinders and do not want to damage the new seals.  Thanks guys.

It is working as normal.  For the #5 side mower there are 2 straps the also lock the lift arms, but the still move a slight bit as you have with the #3. 
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.
