You basicly hand pump fuel through the injector. The pressure gauge tells you how much pressure it takes to push fuel through it and if the pressure is low the injector is wore out.
Also you look at the spray patern. I have no experiance but i watched Dad use his many years ago. I'm sure to Diesel guys will correct me if i am wrong. 
The universal answer to all questions is yes, how much do you want to spend?

Pretty close on the function Dave. You heck the pressure setting, Spray pattern for worn or dirty nozzle, And to see if it holds a specified pressure.
