Are you sure it is full of oil? Screw the bottom sight glass to make sure it is full.
I have saw after market filter shrink after use and new after market filters too short when new.
If all above is ok, flow divider may be stuck. MACK

I just had a similar go round with my 7060. I followed MACK's advice and bought AGCO filters and put it, refilled, and I was just fine. I lost PTO also though. He is also right about taking out the sight glasses and cleaning them/checking if oil runs out. I could only get the top one out of the 7060, but both of them looked like they had oil in them, but was just decades of crud. Cleaned it out so I knew I could see through it if it was empty and poured oil in while watching it, That way, I knew for sure i had oil.

The flow divider is on the middle pump. It is toward right side next to small fuel tank. Takes a 11/4 wrench to remove plug.
When you changed filters and oil, did you put the screen from old filter (left side) into new filter with screen in first?
How much oil did you put in when you changed oil and filters?
Where did you put the oil in at? MACK

The screen goes in the LH filter and put the filter in with screen to the inside, it also needs about 15 gals of oil.
