I am trying to restore the old family WD45.  I have put new ignition parts, new manifold, and rebuilt the carb, removed the gas tank, fixed a leak, cleaned it out, cleaned the fuel line, etc. I just cannot get it to start. 

If I spray starting fluid in the carb, it runs as long as the spray continues. It seems that it is not getting gas.....however, the gas runs out the bottom of the carb past the choke. I have tried adjusting the float, so it lays parallel to the casting, adjusted it higher, lower, etc.  The float does not leak.   I stated with the adjustment screws 1 1/2 turn out. 2 turns out, etc.

Does anybody have any suggestions?

Sounds like carb problems. Did you take the nozzle out and clean all the cross holes? It doesn't take much of anything to mess up the innards. You also have a second setting on the float that a lot of people overlook. There is a drop setting. If it drops too far, it can contact the bottom or sides of the cast bowl and get hung up, causing flooding.

I guess it's not flooding or a spray wouldn't make it run. Something is not working inside the carb if you have a continous supply of gas and it is not being drawn into the cylinders.

Pull the hose off from air cleaner to carb. Put your hand over carb intake to see if it will suck gas into engine. May need to squirt some oil in spark plug holes to get rings sealed enough to draw fuen in if it hasn't been run for a long time.   MACK

in the carb is a very small jet that is probably blocked. it is the idle jet. If you remove the carb and look into the top hole, you will see this small port just above the butterfly. remove the idle needle adjusting screw and poke a fine wire down this hole. it will go into the idle needle area. another thought I just installed a new manifold on a D14 and couldn't get it to run. I overlooked a hole above the carb mounting flange that was threaded for a 1/8" pipe plug. It was sucking air through that hole. Once plugged, it started right up.  Bob

The frustrating item is I had it running great after I cleaned the gas tank this summer.  Then the tank started leaking so I had the tank repaired at the local radiator shop. When I put the tank back on, added a gallon of gas....and it has not started since.  Since then I have removed the carb twice, disasembeled it and cleaned all the holes and passages, even the hole above the throttle plate. The first time it clearly had some dirt in it.  This second time though it seemed to be clean.
I will check again all the holes.  Maybe I missed something.  I am not sure about the extra float adjustment menitioned.  The only way I can see to adjust the float level is to bend the float connection up or down.

You may want to check and see if your spark will jump a 1/4 inch gapped plug. The either is more volital than gas and may ignite. I had a similar problem with Dad's 8N once. He bought non ethanol gas from town that had been sitting in the tank for a couple years. It wouldn't burn. I took a plug out and saw it was wet and lit a match to it to find out. I drained the gas and put fresh in and it ran fine.
