AC 701 wagon gear correct weight rating?

I have been repacking my AC 701 wagon running gear's wheel hubs (part # 709). In doing so, I did an internet search to find it's correct 41461s hub seals. During that search, I repeatedly found this hub to be rated at 2,760 lbs each (so - 11,040 lbs for all 4 wheels - right?). If that is true, then how does this wagon running gear add up to it's original 7 ton rating? I am curious though. Did the original mfg over-rate it? Or, is today's engineering under-rating it?
